STOW-TT Application Process

These are the steps to apply for the STOW-TT Certification Audit:

  1. Companies must apply to the STOW Project Office for the STOW certification assessment by completing the online application via the STOW Database using their login credentials.  Companies applying for the first time must register for an account and create a Username and Password to access the STOW database.  Companies applying for a re-certification audit and are unable to access the STOW database can retrieve their login credentials by clicking on “Forgot Password” and entering the email address associated with the company.  Companies will receive an email confirming the username and a link to reset the password.  If the email address associated with the company is no longer valid, kindly email Keina@energy.tt or Ayanna@energy.tt for further assistance.

    N.B. Companies must select ‘I’m not a robot” after entering the login credentials on the STOW database.

  2. The application for STOW certification is valid for two (2) months from the date of application.  Upon expiration of the application, companies must re-apply and pay the application fee again.  Once you re-apply for the audit, the signed contract and payment of the application fees must be made to The Energy Chamber within 5 working days of receipt of the contract and quotation after which the application will expire.  The Energy Chamber will not accept a third application from the company unless the payment is made upfront. The Energy Chamber will not be held liable for applications that have expired as a result of the company's failure to communicate with the Assigned Assessor or the Energy Chamber on the status of their certification. Cancellation or postponement of a planned assessment will incur a standard day rate of $TT3,000 + VAT for high-risk audits and $TT2,000 for low-risk audits.  

  3. The services of companies will be listed on the STOW certificate therefore companies must include the list of services that are to be assessed for certification when submitting their application.  Companies have the option to select from a standardized list of services on the STOW database.  The STOW Project Office will use the list of services indicated on the audit report, therefore companies should be clear in defining the services offered by the company during the audit. 

  4. Upon completion of the online application form, The STOW Project Office will send contractors a quotation for the application and audit fees, together with a contract for the conduct of the audit, within three (3) working days. The application fees are as follows:

    Low Risk

    Members: $TT 1,000 + VAT
    Non Members: $TT 1,250 + VAT

    High Risk

    Members: $TT 3,000+ VAT
    Non Members: $TT 5,000 + VAT

    The number of audit days and the audit fee will be based on the information provided by the contractor (level of risk, the number of services and the number of sites) Click here for more information on determining the number of STOW audit days.  If the actual number of days taken to conduct the audit, inclusive of the completion of the audit report, is less than the number of days quoted, the contractor will be refunded the excess days quoted.  All contracts must be signed, scanned and submitted via email to Keina@energy.tt and Ayanna@energy.tt.  Contractors are advised to contact the STOW Project Office if you have not received a quotation and contract within 3 working days of submission of the application.

    ECTT Members may make full payment for the STOW application and audit fees or make a down payment equivalent to the full application fee plus the fees for 2 audit days, before commencement of services.  The outstanding balance must be paid within 30 days from the date of the ECTT’s invoice.  The audit report will not be sent to the STOW Implementation Board if the outstanding balance is not paid within 30 days of the date of the invoice.

    ECTT Non-members must pay all fees in full before commencement of services.

  5. All STOW related payments can be done via wire transfer, bank deposit or credit card by completing our online credit card payment form (issued upon request) and proof of payment submitted to Keina@energy.tt and Ayanna@energy.tt.  Once the fees are paid and the signed contract submitted, an Assessor will be assigned to conduct the assessment.  An Assessor will not be assigned to the company if the payment and/or submission of the signed contract are not received.

  6. All companies seeking re-assessment because they did not achieve certification after their assessment; or re-certification, must apply again to the STOW Project Office via the STOW Database. The application for the re-certification/re-assessment is valid for two (2) months from the date of application.

  7. If an Assessor was used to assist with the implementation of STOW or to conduct a pre-assessment, the applicant must name the Assessor when completing the online application form.

  8. An Assessor who assisted or pre-assessed a company cannot conduct the assessment for STOW certification.

  9. The STOW database will randomly assign an Assessor to conduct the assessment when the application/audit fees and the signed contract are received.

  10. The STOW database will issue an email to the applicant advising of the assigned Assessor, so the company can arrange the audit start date with the Assessor. The Assessor will contact the company to arrange the assessment.

  11. An applicant can only reject an Assessor if the company can prove that any of the following conflict of interest exists:

    • The Assessor has worked with the company to implement the STOW HSE requirements.

    • The Assessor has worked with the company to implement the HSE Management Systems.

    • The Assessor is closely related to the owner(s)/member(s) of the management team of the company.

    • The applicant has a strong case which indicates that there may be partiality in the conduct of the assessment done by the Assessor.  This will be evaluated on a case by case basis, with the final decision to be determined by the STOW Implementation Board.

      The STOW Implementation Board has approved the commencement of surveillance audits as part of the STOW assessment to ensure and monitor the maintenance of your STOW HSE Management System. Please note that surveillance audits will be conducted as follows:-

    • 2 year certification: The surveillance audit will be conducted at the 1-year interval of your certification period as part of the assessment.

    • 1 year certification: The surveillance audit will be conducted at the 6-month interval of your certification period as part of the assessment.

      The STOW Project Office reserves the right to reject an application if we receive credible evidence that the company is contravening the laws of Trinidad & Tobago.
